

Albion Liburd
Mr. Liburd has over 35 years’ experience in the real estate arena. One of the developers of HPD’s 7A Administrator Program, he wrote the original curriculum for both the 7A Management Training Program and the Superintendent Training Programs to teach New Yorkers how to manage their buildings and care for their apartments; he developed the 7A Counseling Unit and provided leadership for the success of the program; developing and implementing the 7A Loan Program; creating such innovate assistance to 7A Administrators as the Fuel Assistance Program, and the Legal Assistance Program.
As Executive Director of Community Services Housing Development Corp. he developed the organization’s policies, directed the day to day operations of the organization, budget preparation and management as well as supervised all staff employees. He has worked on the development, marketing and rent-up of over 800 units, including buildings that began as “gut” rehabs to renovation; ‘In-place’ through full occupancy. He has managed and been responsible for over 1,900 units of housing including co-ops over the last 25 years, with a solid record of accomplishments in tenant organizing, education, and counseling. He has extensive experience in labor negotiations, negotiating contracts with unions, government agencies, and others.
A graduate of CUNY-Queens College, he also attended graduate school at F airfield University and NYU’s Wagner School of Public Administration.
Albion is an accredited CPM., a Registered Apartment Manager (RAM), a Licensed New York State Real Estate Agent and a NYS Notary Public
